In the long run, the "acceptable alternatives" could become a "Computer Store". Off-the-shelf at NWC, come in and get it and skip the procurement process. Primary point in this process is _feedback_ from the ADP committee to the prospective purchasers- to make the NWC community "smart buyers" in much the same way that the Microprocessor Laboratory has done for our customers. 5. Looking over this material, I see that our group overlooked one point in ADP purchases. That is the _justification_, as distinct from the purposes and functions of the proposed equipment. A justification had better be required. However much you may want to do computer functions, you had better have a good reason for buying new equipment, and you should be queried about existing available equipment. That brings up another point- namely, the need for identification of existing and available equipment. 6. The group expressed the strongest concern for _variable_ acceptance criteria- in prnment at the Naval Weapons Center, China Lake, California, on a loan basis for _ _(days, weeks, months) at no cost and without any charge whatsoever to the Government, for the purpose of test and evaluation by the Government. 2.
