China Lake Blvd. (7) The Southern California Edison Company has their primary system connected to the base station in Victorville. However, can supply local emergency communication on employee operated basis. (8) The Indian Wells Valley Search and Rescue Team operates with member owned eqipment consisting of one mobile unit and three handie-talkie units on a 155.16 Mhz. (9) Amateur Radio operators within general frequency operation. (10) AM radio station KLOA on its assigned carrier frequency of 1240 Khz. and FM radio station KFIO on its assigned carrier frequency of 104.9 Mhz. No independent power supply is available. (11) Radio station KZIQ on its assigned carrier frequencies of 1360 Khz (AM) and 97 Mhz (FM). No independant power supply is available. (12) Ridgecrest Cablevision franchise is in operation with a local information station broadcasted on Channel 3. (8) _Dependance upon truck and/or rail transportation._ The city of Ridgecrest, because of its isolation from metropolitan areas, is very much dependent upon truck transportation for critical supplies such as food, medical supplies, fuel, etc. Rail transportation facilities are available at Searles Station and air facilities are available through the Armitage field at China Lake, Inyokern, Ridgecrest, and Trona as emergency alternatives to truck transport. (9) _Basic Requirement._ The California Emergency Services Act (Chapter 7 of Division 1 of Title 2 of the Government Code) in Article 3, Section 8568, states, "The State Emergency Plan shall be in effect in each political subdivision of the State, and the governing body of each political sub division shall take such action as may be necessary to carry out the provisions thereof." This plan is consistent and compatable with the State Emergency plan. b. _The Emergency Response System_ Civil government, augmented and reinforced during an emergency, conducts emergency operations, provides mutual aid between local governments, including state and federal support, and controls all critical and essential resources. Civil government also gives direct support to military forces engaged in retaliatory or defensive operations. Current California legislation and emergency planning provides for the establishment of a countrywide operational area. An area coordinator and such staff as required will coordinate interjurisdictional actions of the county and the various cities. The operational area organization serves as an intermediate link in the lines of commmunication and coordination between local jurisdictions and the state emergency organization during a STATE OF WAR EMERGENCY, and _may_ be used during a STATE OF EMERGENCY or declared LOCAL EMERGENCY. -12- CITY OF RIDGECREST CITY EMERGENCY PLAN _I. General c. _Standardization of Plans_ So that the jurisdictions in the Kern County area may act in concert during an emergency, their operations plans are standardized and compatible with respect to basic: (1) concepts of operations (2) responsibilities (3) organizational structure (4) terminology d. _Emergency Requirements_ Non-essential private and government activities will be reduced or stopped, depending upon emergency conditions. This operations plan identifies forseeable tasks, organizational requirements, rescource requirements, and procedures for the conduct of emergency operations. e. _City-County Coordination_ The county emergency organization may conduct emergency operations inside the limits of this city, by mutual agreement, in accordance with the annexes of this plan. (See V.A. 3. 4. and 5.) f. _Available Emergency Rescources_ g. _Private Resources_ Many privately owned resources are available for use during emergencies. Arrangements shall be made to make maximum effective use of these materiel and personnel resources. h. _Other Jurisdictions_ 2. Support Organizations and Mutual Aid a. _Support to and by the City_ The city emergency organization will support and be supported by: (1) Emergency organizations of other cities within the county and those of other counties; (2) Emergency organizations of the county; -13- CITY OF RIDGECREST CITY EMERGENCY PLAN _I. Supporting Organizations and Mutual Aid (Cont'd) a. _Support to and by the City (Cont'd)_ (3) Emergency organization of the State of California; (4) Federal agencies. b. _Special Districts_ Special district personnel and rescources have been incorporated into the city emergency organization. c. _Business and Industry_ Businesses and industries having personnel and rescources needed to meet emergency requirements have been incorporated into the city emergency organization. d. _Military Support_ Military assistance will complement but not substitute for civil government emergency operations. e. _Mutual Aid_ Mutual aid, including personnel, supplies, and equipment will be provided in accordance with the California Master Mutual Aid Agreement (See A.7, Authorities and References p. 1.5). f. _Operational Area_ All Mutual aid between the County and Jurisdictions within the county, as well as between county, state, federal government and the city is coordinated through the Operational Area Coordinator. g. _American National Red Cross_ The Red Cross has legal responsibility to provide relief for the disaster-caused needs of persons affected by a _natural disaster._ The Red Cross conducts its programs through local chapters. The Red Cross finances its own natural disaster programs, and exercises administrative control over its own operations. All assistance is provided on a grant basis through the following programs: mass care, including food, clothing, and lodging; supplemental medical and -14- CITY OF RIDGECREST CITY EMERGENCY PLAN _I. Supporting Organizations and Mutual Aid (Cont'd) g. _American National Red Cross (Cont'd)_ nursing care; family services; and rehabilitation. During natural disasters, the Red Cross operates independantly of, but coordinates with, local government. Although recognizing that warning, rescue, and devacuation are governmental responsibilites, the Red Cross assists in these services when such help is requested by local governments. The operational integrity of local Red Cross chapters must be maintained during WAR EMERGENCIES because of the Geneva Conventions and National Blood Program obligations imposed on the Red Cross by the Federal Government. Should the local Red Cross volunteer disaster be incorporated into the local emergency plan for war-caused emergencies, the committee assists only in meeting mass care needs for food, clothing, and lodging as part of the Welfare/Shelter service. Government is responsible administratively and financially for the conduct of these programs in war-caused emergencies. h. _Organization of Indian Wells Valley ESVC_ 3. Continuity of Government In order to assure continuity of government, provision has been made for: a. Emergency succession to key positions in government; b. The preservation of essential records and documents; and c. Temporary seats of government (See Attachment A, Continuity of Government). E. _Assumptions - War Emergency_ 1.
