Establish teams from assigned and volunteer personnel, training them to handle mass casualty problems which can and will occur in a war-caused emergency. These teams should be available in natural disasters as well as large transportation accidents. Coroner's Office shall maintain alert lists of tese teams and be responsible for all training revolving around this portion of the Annex. b. The Coroner shall establish and obtain agreements to use specific building throughout the County as temporary morgues. c. All persons who die without benefit of a licensed physician in attencance are the responsibility of the Coroner. Authority Authority for this Annex is City Ordinance No. 74-3, and City Emergency Plan. Additional authority and regulations of the California Vehicle Code apply. B. Definitions Chief of Police shall mean the Chief of the Police Department of the City of Ridgecrest. When special terms or abbreviations specifically related to this service are used, they will be defined. II. _Scope_ A. This Annex shall provide for a response to the following situations. The order listed is not based on priority; whichever situation happens will cause the response. 1. Natural Disaster a. Storm b. Flood c. Earthquake 2. Major Accidents a. Transportation b. Industrial 3. Civil Disturbance 4. Fire 5. Threatened or actual enemy attack (WAR). III. _Objectives_ A. To set forth a plan for technical operations and control of traffic during a state of war emergency or a local emergency. B. To control traffic so as to assure the safe flow of civilian traffic and to provide for safe and rapid flow of emergency and/or military vehicle traffic. B. To detour traffic around street and highway obstructions and/or hazards. C. To coordinate the use of personnel and equipment from other law enforcement agencies under mutual aid. D. To coordinate the routes and barrier control with law enforcement agencies of incorporated and unincorporated areas. V. _Operational Concepts_ A. This plan will be executed upon the existence of a State of War Emergency and may be partially or fully mobilized in a local emergency. B. City street traffic control shall be under the supervision of the Chief of Police. C. The Chief shall coordinate traffic control within the City with the efforts of the China Lake Security Police Department and the California Highway Patrol for areas surrounding the City. D. The Kern County area emergency highway network, consisting of existing primary and secondary road nets, and those State and County routes selected to control through traffic shall be under the control of the California Highway Patrol. VI. _Organization_ A. The personnel of the Ridgecrest Police Department shall be directed by the Chief of Police of the City of Ridgecrest. B. The Office of the California Highway Patrol will be under the command of the ranking officer assigned to the Indian Wells Valey area unless the CHP area commander otherwise designates. Where the Kern county and the San Bernardino County emergency areas overlap, as in the City of Ridgecrest, the Chief shall assume that the ranking CHP officer assigned to the Indian Wells Valley shall be the through traffic coordinater unless he is otherwise notified by the CHP area commander. 1O2 CITY OF RIDGECREST CITY EMERGENCY PLAN _ANNEX VII- TRAFFIC CONTROL (CONT'D)_ VII. _Resources and Supporting_ A. The California Highway Patrol will furnish their own transportation, communications, etc. The Chief shall provide back-up manpower, equipment, and communications as requested so long as the protection and control of traffic safety in the city of Ridgecrest is not endangered. B. The Chief shall provide access to the City's Emergency Operations Center to the Califormia Highway Patrol as the CHP requires. C. The Chief shall assign non-governmental equipment and personnel to aid the California Highway Patrol as the Patrol and traffic conditions in the City require. Military Support of Civil Defense (MSCD). 1. General Policies for Planning and Operations. a. Military Assistance will complement and not be a substitute for civilian participation in civil defense. Plans by both military and civilian authorities must recognize thet civilian resources will be the first to be used to meet civilian needs. b. MSCD is an emergency task within the mission of all Federal Active and Reserve Compoment military units and defense agencies. c. Combat, combat support and measures that insure continuity of operations, survival of troops, and rehabilitation of essential bases will have priority over MSXD. d. Planning for MSCD will be directed toward the most disastrous occurrence; that is, a nuclear attack with minimum warning and under conditions favorable to the attacker. 2. The Secretary of the Army had primmary responsibility for planning and conducting MSCD operations ithin the 48 continental states. This reponsibility is delegated through command echelons to the Commanding General, Sixthe U. S. Army with in his geographical area of responsibility. The l2th Naval District and Western Air Force Reserve Region act as the area planning agents for their respective services. They respond to Commander, Sixth U. S. Army, for the purpose of coordinating MSCD. 3. Adjutant General Concept. The State Adjutant General of each state is reponsible for conducting detailed pre-attack planning for MSCD within their respctive states under the section of Connamder, Sixthe U.S. Army. Upon mobilization, the State Military Headquarters assumes and active military headqarters called a State Area Command, subordinated to Commander, each U. S. Army for the pupose of coordinating MSCD. 4. The State Area Command is subdivided into sub area commands which, in Califormia, are coterminous wih the State Mutual Aid Regions. 5. Military forces within the state, including mobilized Mational Guard, _DO_ _NOT_ come under the command authority of the State Area Commander. These units execute their assigned mobiliaation missions. Military units do come available to participate in MSCD operations if not involved in a higher priority mission. 6. Operational Employment Authority. When forces are made available for MSCD by a parent command, they will execute the support mission under the supervsion of the State Area Commander, while remaining under the command of the parent commander. 7. Availability of Forces for MSCD. The availability of military units to conduct MSCD operations in the post-attack period is reported to Commander, sixth U. S. Army. Forces are categorized into three priorities: a. Priority I: Forces with a high probability of being available to provide MSCD in the immediate post-attack period. b. Priority II. Those forces with a lower probability of being available for MSCD. c. Priority III. Those forces least likely to be available during the post-attack period. 8.
