victim's jacket in the file room with the corresponding number. If more than one victim or a suspect is involved, a copy of the report is made and placed in their corresponding jacket. (c) If subject does not have an activity card, a card and jacket wil be made up with corresponding numbers. (d) Activity card will be prepared as follows: Jones, George Edward OO2243-----R/C I.D. Number DOB/11-20-49 corresponding number OLN/NO345987 on jacket in the SOC/546-66-7376 records room. CII/AO5438948 FBI/966O3OF WM 509 180 Bro Blu 140 E. Coso Street, R/C 375-1111 Home 939-4244 Work Communcations Equipment The main console is equipped with the following frequencies: a. Ridgecrest Police (1) The Ridgecrest Police module has 4 frequencies. Channel #1 and channel #2 are used for all routine police traffic. Channel #1 transmits via the repeater on Government Peak thus can be copied over a larger area. #1 should be used by all field units and control. #2 transmits direct to field unit or control and should be used on all portable and for car to car traffic. A unit on #1 will copy all traffic on #2 and vice versa. 125 (2) Channel #3 is used primarily for City Government traffic, but is used occasionally by RPD for inter-unit traffic when #1 and #2 are busy or in cnjunction with the scrambler for confidential traffic. (3) Channel #4 is used for traffic of a confidential or other than routine nature. #4 is also RPD's CLEMERS (California Law Enforcement Mutual Emergency Radio System) channel. CLEMERS is a state-wide emergency network. Each agency in California has a CLEMERS frequency in case of emergency, a system of repeaters is activated and all agencies are able to communicate on a state-wide basis. b. California Highway Patrol The CHP module has 4 frequencies. (1) Channel #1 is a station to station frequency from Ridgecrest to Barstow, the dispatch center for CHP units in the Ridgecrest area. RPD transmits all calls for service for the CHP to Barstow via this frequency. They then dispatch a unit in the Ridgecrest area. Calls for CHP service include all accidents, hazards or disturbances that occur on a county, state road, or highway. (2) Channel #2 is a car to car frequency for CHP units in the Ridgecrest area. It is used for incidental traffic directly between RPD and field units. (3) Channel #3 is a station frequency from Ridgecrest to Bakersfield or Bishop. RPD transmits all CHP calls for service that occur north of the Inyo County line to Bishop via this channel. Normally to get a response from Bishop or Bakersfield, the tone must be used (see tone instructions). (4) Channel #4 is a car frequency (usually referred to as car to car on the blue) used by CHP units for traffic of a confidential nature. (5) The CHP module is also equipped with a tone. This increases the radius over which the CHP frequencies transmit. To operate: (a) Dial 2, 5 or 7 (the higher the number the greater the power). (b) Press the red button. (c) Transmit as you normally would. (d) Press the red button again to restore to normal, and dial back to #1. 126 c. Desert Net The desert net is an inter-agency network that allows any of the belaw listed agencies to contact each other directly. This frequency is generally monitored by all stations who have the frequency. To contact another station it is necessary to call them verbally and identify yourself, then wait for a response befor continuing your transmission. Ridgecrest Police relays all calls for service for Kern County Sherrif's office to their Mojave sub-station via Desert Net. Desert Net participating agencies include: (1) Ridgecrest Police (2) Antelope Valley Sub-Station. LASO (3) Mojave Sub-Station. KCSO (4) Tehachapi Police (5) Edwards Air Force Base (6) China Lake Police. CLPD (7) Barstow Sub-Station. SBSO (8) Trona Sub-Station. SBSO (9) California City Police d. China Lake Ridgecrest Police monitors China Lake Police Traffic. This module is equipped with a mute switch only. Ridgecrest Police cannot transmit on CLPD frequencies. All modules excepting CLPD are equipped with the following functions. e. Call/Mute Switch Indicators The Mute indicator llight is on when the mute switch is in operation. When the switch is depressed, traffic is lowered to a background level. When released, traffic is heard at full audio. The call light flashes when the respctive channel has incoming traffic. It continues flashing momentarily after the traffic has stopped. f. Busy/Select Switch Indicators When a channel is "selected" the operator transmitts on this channel. 127 via the main transmit switch and receives audio from select audio speaker. A channel must be selected before it will accept accessory functions such as phone patch or a certain MCM function. The select indicator lights when a channel is selected. The busy indicator is not operational at this time. g. Instant transmit Switch The instant transmit switch allows the operator to transmit on the corresponding channel without changing channel selections. The operator may transmit by using this switch instead of the main transmit switch and other channels will not be disturbed. h. Takeover Switch The Ridgecrst Police Module is additionally equipped with a "takeover" switch which allows control to overide any transmissions in progress and broadcast to all units but the one transmitting. i. Patch Each frequency may be patched to any other frequency by pressing the patch switch on both frequenies. The patch is voice activated. Each party must start their transmission with a key word (any one syllable word or sound such as clearing the throat). Since it is the voice signal that turns on the transmitter and the radio system has a turn on delay, this key word will not be transmitted. Pause between transmissons as there is a one to three second turn off delay after the other party stops speaking befor the patch system will allow your reply to be transmitted. Control may transmit to all parties by the use of the patch transmit switch. j. Phone Patch Instructions for activating (1) Call party to be patched on the brown phone (if party is on line, get the number and call back on brown phone). (2) Push lever on brown phone to the left. You will be able to hear the phone over the console speaker. (3) Press the patch switch on the phone patch module. (4) Press the patch switch on the frequency module to which you wish to connect. 128
