Call Check Unit The dispatcher may play back any call received within the last three hours on the desk unit. Only calls that are received on the phone at the console are recorded. To operate, press the recall button until the desired call is reached, release and the call will automatically play back. Reset unit for further calls by pressing restore button. n. Alarm Console (1) The alam console is located to the right of the main console. The two top panels are burglay and robbery alarms. The bottom panel is fire alarms. (2) The business name, address and type of alarm (burglary, robbery or fire) for each number is found under the corresponding number in the alarm book. (3) When an alarm sounds, after noting the number plush the reset button to eliminate the beep. The light will continue to flash. Locate to address and type of alarm in the alarm book. If it is a burglary alarm dispatch the call to an officer as a 459S. If it is a robbery alarm, dispatch the call to an officer as a 211S. If it is a fire alam, notify the Kern County Fire Department and advise all units that the Fire Depament is responding to a fire alarm at the alarm's location. (4) All problems with alarms should be forwarded to the responsible party and the Administrative Division. Additionally, the information shall be recorded in the alarm book under the corresponding number. o. Federal Communications Commission Regulations (FCC) Federal Communications Commission governs all radios; police, fire, -131- citizen band, etc.. The FCC can impose fines or revoke licenses for the following: (1) Malicious mischief (2) Profane or obscene words (3) False signals (4) Illegal call signs or letters (5) Willfully or maliciously interfering with other traffic (6) Failure to give call signs every 60 minutes 4. Counter Traffic The dispatcher is the representative of the Department to the citizen at the counter and should strive to maintain a professoinal bearing in all situations. a. The dispatcher answers all routine questions received from the public at the counter and provides routine information. Anything other than routine shall be referred to the Watch Commander, or in his absence, to a patrol officer. b. Counter Reports: The dispatcher may receive vacation house checks. A sworn employee is detailed for other reports and whenever citizen insists that he speak to an officer, regardless of the nature of the problem. c. Reports available to public: The general public may obtain copies of reports from the dispatcher for a specified fee. A receipt is issued to the purchaser and a copy along with the money is placed in the cash drawer. d. Reports, other than traffic accident reports, are not availabale to the general public unless authorized by the Watch Commander 5. Maintenance of Logs The dispatcher shall be responsible for the keeping of various logs. -132- TOW TRUCH LOG: An entry is made in the Tow Truck Log each time a tow truck is dispatched through the Ridgecrest Police. The dispatcher alternates the calls for services evenly among the authorized agencies. IN-CUSTODY LOG: An entry is made in the In-Custody Log each time a prisoner is taken into custody and placed in the Ridgecrest Jail . A disposition is entered for the same subject when he leaves the custody of the Ridgecrest Jail. An example would be when the subject bailed ("bailed") or when the subject is transported to Bakersfield Jail ("transported"). SILENT ALARM LOG: An entry is made in the Alarm Log each time an alarm is sounded. The disposition of the call is also entered such as "employee error", "alarm malfunction", or "actual alarm". RADIO LOG: A Radio Log is kept of all officers' radio transmissions. This log includes the date, time, officer call number, locaion, etc., and dispatcher's signature. If an officer codes out on a traffic stop, the dispatcher will also log the vehicle license number and the location of the stop. STATION LOG: The main purpose of the Station Log is to provide a continuous record of events tha may be reviewed by the on-coming shifts and employees returning from days off for briefing purposes. All calls for service to Ridgecrest Police department and other agencies are logged. Any incidents that originate in the field and may be of interest to law enforcement, or result in an arrest are logged. Incidents ae recorded int he following manner. (1) Record the time the call was received and the time the officer arreced a the call. If thse incident originated in the field, record the time you were notified of the situation. (2) Record the agency concerned. This is the agency who will finally handle the call. (a) RPD = Ridgecrest Police (b) CHP = Calfornia Highway Patrol (c) KCSO = Kern County Sheriff Department (d) SBSO = San Bernardino Sheriff's Office (3) Record the nature of the incident using codes whenever possible.
