CITY OF RIDGECREST CITY EMERGENCY PLAN c. Fire Defense Countermeasures Fire predominates over all other hazards. Prompt action must be taken to suppress or control fires or to move seriously threatened shelterees regardless of other potential or existing hazards. d. Radiological Defense Countermeasures Timely and selective use of countermeasures is necessary in or near a radiation area to minimize exposure of the public and disater service workers. These countermeasures are: (1) _Shelter_--The maximum effective use of existing or expedient fallout shelters. Shelter is the primary countermeasure; other countermeasures complement but are not substitutes for adequate shelter. (See Attachment G, Fallout Shelter System.) (2) _Remedial Movement_--The post-attack movement of people to areas of little or no radiation hazard or from one shelter to another providing better protection. (3) _Decontamination_--The physical removal of fallout materials from people, areas, facilities, and other resources. (4) _Exposure Control_--The regulation of individual or group activities, sheltered or unsheltered, to control exposure to radiation. (5) _Contamination Control_--The initial prevention of contamination by fallout material and actions taken to prevent the spread of fallout- contaminated material. e. Operational Time Periods Operational requirements vary with time and circumstances. For planning purposes, emergency operational phases are identified by the activity appropriate to each period, as follows: (1) _Increased Readiness_--That period during the buildup to and the onset of an emergency situation. Emphasis is on attaining the highest level of readiness. (2) _Remedial Operations_--A period during and after an attack when the public is generally confined to -30- Ridgecrest CITY OF RIDGECREST CITY EMERGENCY PLAN fallout shelters and the operations of the emergency organization are generally shelterbased. Emphasis is on survival and organized remedial operations. (3) _Recovery Operations_--A period during which the emergency organization conducts priority operations to restore essential services and supply systems and the public has either temporarily or permanently emerged from fallout shelters. Emphasis is on sustaining the surviving population. (4) _Final Recovery_--An extended period (which may last for months or years) during which emergency operations are phased out and nationwide resource management operations become paramount. Emphasis is on reestablishing and maintaining a viable economy. D. _Operations Schedules -- War Emergency_ Increased readiness operations prior to an attack follow a pre-planned schedule. After an attack, the basic operating situation of each area is identified and priority operations conducted in accordance with that situation. If the situation changes in an area, another schedule must be used. These pre-planned schedules are based on foreseeable attack conditions. 1. Increased Readiness In the event of a change in readiness conditions, civil governments prepare for and implement priority operations, as appropriate. The listed order does not indicate relative priority. a. Prepare to conduct post-attack aperations. b. Mobilize and pre-position the emergency organization. c. Activate the following facilities: (1) Emergency Operating Centers (EOCs); (2) Public care facilities, especially fallout shelters, for occupancy; inventory stock, fill deficiencies, and distribute supplemental survival resources; (3) Medical care facilities, including packaged aid stations and hospitals; -31- Ridgecrest CITY OF RIDGECREST CITY EMERGANCY PLAN (4) Medical and health facilities, such as blood collection stations and immunization clinics; and (5) Communications systems, including the Emergency Broadcast System. d. When authorized, expand fallout shelter capacities by upgrading existing structures and construcing expedient shelters. e. Produce and disseminate emergency information, advice, and action instructions to the public. f. Implement emergency training and public education programs. g. Pre-position vital records and resources to maximize post-attack availability and establish custody, control, and protective security. h. Review plans for Emergency Resources Management. i. Reaffirm continuity of government plans. j. Advise selective shut-down of business, schools, and industry. k. Prepare to direct and control movements of the public to fallout shelters. 2. Warning Schedule a. Upon receipt of tactical warning or attack without warning, the emergency organization continues or initiates appropriate pre-attack operations (see preceding schedule). Providing the general public with fallout shelter has highest priority. b.
