CITY EMERGENCY PLAN V. _Task Assignments_ A. _General Responsibilities_ 1. Units of the city emergency organization are assigned emergency tasks in acordance with the following general principles: a. All foreseeable tasks are assigned. b. Existing organizations are assigned emergency tasks which relate to their regular functions. c. A basic task is assigned primarily to one unit. d. Auxiliary tasks are assigned to as many units as are appropriate. e. Relative priority among basic and auiliary tasks may change ac- cording to the situation. f. Tasks requiring direction of field activities are assigned to the Emergency Services. g. Supporting, coordinating, or staff tasks are assigned to Staff Sections. h. Divisions of the State Emergency Resources Management Organzation are represented. i. Each unit is responsible for performing incidental tasks necessary to carry out assigned basic and auiliary tasks. j. Responsibility for coordinating the efforts of more than one unit performing related tasks may be assigned to one service chief by the Direcotr of Emergency Services. k. Each unit will effectively utilize and safeguard all of its resources. l. Each unit will maintain procurment records and time/use logs. 2. Details on specific activities, techniques, and procedures necessary to accomplish assigned tasks are included in Standard Operating Pro- cedures (SOPs). 3. This city is responsible for the conduct of emergency tasks within its jurisdiction. The county emergency organization -48- Ridgecrest ( ) The MARS station on the Naval Weapons Center has three complete operating stations that can cover radio frequencies from 3.5 MHz to 30 MHz at 1000 watts of power. Durning an emergency one of three stations will be deicated to the Navy command Alpha Net on 4.0015 Mhz primary or 7.3015 MHz secondary. The other two stations would be available for emergency and/or health and welfare traffic on other MARS nets or amateur radio nets. Communcations between the MARS facility and the Ridgecrest EOC would be via Amateur Radio two meter band. Totoise Communcations (radio sales and service) m. Communcations (radio sales and service) o. Salvation Army Stand ready to lend the special sk8ills and equipment maintained by them to the City and Community of Ridgecrest in times of emergency or disater. They are an integral part of the disater relief team for the city, having participated in pracitce exercises with the other emergency serivce agencies wh operate within the City of Ridgecrest. -48a-
