Refer to California Emergency Resources Management Plan and sub-plans (when issued). i. Review organization and readiness of EOC staffs and facilities; verify lines of succession to key positions in the emergency organization and in regular agencies and departments of government. j. Review and update plans for accelerated training; conduct training in emergency skills. k. Activate an information agency capable of answering an increased volume of inquiries from the public. l. Distribute emergency information literature; advise the public to continue normal activities and do the following: (1) _Review personal and family readiness and survival plans emphasizing shelter expedients and the reduction of vulnerability._ (2) Keep adequate stocks of food, water, and other necessities on hand. (3) Keep informed of the developing situation and comply with government instructions. m. Check readiness to impose emergency controls. (See Government Orders and Regulations for a WAR EMERGENCY.) D. _READINESS CONDITION TWO_ 1. _Situation_ International situation indicates great risk of general war, requiring extra precautionary measures by civil governments at all levels, and the public, to prepare for a WAR EMERGENCY. 2. _ACTIONS_ a. Alert government officials and key personnel of the emergency organization. Place cadre staff on 24-hour duty at EOC's and other control facilities and remainder of staffs on standby alert; prepare and test such facilities for full activation. c. Report status to Area Coordinator as soon as EOC cadre staff has been activated, and daily as of 1200 and 2400 hours (local time) thereafter. d. _Increase fallout shelter capacity and readiness_, as follows: (1) Improve licensed structures and arrange for stocking and use of unlicensed structures which provide fallout protection. (2) Insure that structures which provide fallout protection are marked, stocked (including water), and ready for occupancy, and that shelter management personnel and communication systems are available and operable. (3) Construct expedient and improvised fallout shelters and advise the public on methods of constructing expedient group and family shelters. e. Test and improve emergency communications and information reporting systems; install additional equipment, as necessary. f. Intensify training of disaster service workers and the public in emergency skills. g. Transfer essential resources and vital documents and records to protected relocation sites. h. Verify that individuals designates as alternates or standby successors of key government offices or positions carry positive identification and proof of official status and are allocated to specific fallout shelters. Continue appropriate actions shown under READINESS CONDITIONS FOUR AND THREE, complete stocking and positioning of essential survival recovery items, and finalize the inventory lists of emergency personnel and resources. Refer to standard operating procedures (SOPs). k. Assess readiness progress and _priority operations_. Refer to operations schedules. l. Advise selective business, industry, and school shutdowns. E. _READINESS CONDITION ONE_ 1. _Situation_ Federal Government considers that war is imminent or inevitable. Governor proclaims a STATE OF WAR EMERGENCY to permit full mobilization of emrgency organizations and completion of wartime readiness. 2. _Actions_ a. Mobilize entire emergency organization. b. Place entire EOC staff on 24-hour duty; fully activate EOC and other control facilities and report status to Area Coordinator and adjacent jursdictions. c. Implement the emergency plan for a STATE OF WAR EMERGENCY. Refer to operations schedules. d. Advise public to listen to local EBS radio stations for emergency broadcasts, and to follow instructions. e. Continue actions started under READINESS CONDITIONS THREE and TWO as time and safety permit, _with maximum emphasis on construction of expedient or improvised fallout shelters and other actions which reduce vulnerability_. f. Complete intensified training in emergency skills and make final preparations for early attack. Ridgecrest -62- CITY OF RIDGECREST CITY EMERGENCY PLAN ATTACHMENT C -- WARNING SYSTEMS _WARNING SYSTEM_ 1. _General_ The warning system is the means for relaying notice of impending or actual attack from the Federal Government to the public. Regardless of the effectiveness of the warning system, it can do no more than inform. It is the response to warning by the total emergency organization and the public which is important. Appropriate response and effective use of the warning information may be limited by the ammount of time available. Refer to the Warning Section, Direction and Control Annex, of this Emergency Plan and to appropriate SOPs, with respect to procedures for disseminating warning. Public responses to various Warning Conditions are given in the General Plan chapter. 2. _Actions_ Warning actions are characterized by high priority for a short period of time, the use of mass media systems for passing warning to the public, a small number of workers to man the system, a need for fast activation of the system on short notice, and readiness to repeat all actions in the event of successive alerts or attacks. The National Warning System (NAWAS) feeds warning information to the State Warning Point. (The statewide Warning Points also hear the NAWAS information but do not take action from it.) After the State Warning Point transmits the warning condition, the Warning Points activate the Bell and Lights warning system to inform local governments, schools, and industry. Local authorities then inform the public by means of outdoor warning devices, mobile loudspeakers, and other devices. Upon activation by the President, the Emergency Broadcast System (EBS) will provide warning information to the public. (See Attachment E - EBS). 3. _Facilities_ Warning information is received at the City of Ridgecrest via the Bell and Lights system. Alternate means of receipt are via the California Law Enforcement Telecommunications systems (CLETS) and the Public Safety radio systems. Ridgecrest -63- -63- CITY OF RIDGECREST CITY EMERGENCY PLAN _ATTACHMENT C -- WARNING SYSTEMS (CONT'D)_ 3. _Facilities (Cont'd)_ The general public receives warning by means of sirens and horns which are located to provide coverage for an estimated 75 percent of the peak nighttime population of this city. (See Map of Warning Coverage.) To the extent possible, the remaining population will be notified by other available means. In addition, the Emergency Broadcast System is expected to provide coverage for a large part of the population. Notice of warning is also broadcast from the various county and city communication centers to special facilities (Schools, hospitals, fire stations, utility stations, etc.). Key workers of emergency organizations are alerted by means of monitor receivers or by telephone. 4. _Types of Warning_ a. Attack Warning: A civil defense warning that an actual attack against this country has been detected. b. Fallout Warning: A warning of radiation hazards resulting from nuclear detonation. c. Natural Disaster Warning: (NADWARN) A warning concerning tornadoes, hurricanes, floods, fires, and other dangers such as tsunamis (seismic sea waves). 5. _Warning Signals_ a. Two standard warning signals have been established: (1) The Attack Warning Signal: 3 to 5 minute _wavering_ tone on sirens, or short blast on horns or whistles, repeated as often as seemed necessary (see 6 below). (2) The Attention or Alert signal: 3 to 5 minute _steady_ tone on sirens, horns or whistles, repeated as often as seemed necessary. This signal may be used at the option and on the authority of local governments to provide warnings of an impending peacetime emergency (see 7 below). Ridgecrest -64-
