CITY OF RIDGECREST CITY EMERGENCY PLAN ATTACHMENT F -- EMERGENCY OPERATING CENTER _EMERGENCY OPERATING CENTER_ 1. _General_ Emergency Operating Centers (EOC) are facilities for the centeralized direction and control of the emergency organization and the general public. During an Increased Readiness Condition or an Alert Warning, all EOC facilities will be activated and manned to the extent required. 2. _Operational Consideraions_ The Chief of each unit of the emergency organization, or his designated representative, and such staff assistants as are assigned will direct and coordinate emergency operations from the _primary_ EOC. Fallout shelters are a radiological defense countermeasure. Although the use of fallout shelters is the central countermeasure around which all WAR EMERGENCY civil defense operations are based, other Radef countermeasures must also be used to insure the minimum exposure of the population and the civil defense workers. 2. _Operational Considerations_ The effective use of falllout shelters, existing and expedient, requires the timely dissemination of information, advice, and action instructions to the public and the regulation of movements to public shelter. The location of fallout shelters within the county will require some interjurisdictional movements of people to shelter. The capacity of existing fallout shelters in this city is very limited with respect to total population. Therefore, the construction of expedient shelters and the upgrading and expansion of existing shelters is a Priority action in the event of a change in Readiness Condition. (See Attachment B.) Refer to the pre-attack operations schedule in the General Plan chapter. The Welfare-Shelter Service will provide staffs for the management of in-shelter activities. (See the Welfare/Shelter Annex to this Plan.) 3. _Expedient Shelter_ The Construction of expedient shelter (including uplgrading and expanding of existing shelters) is governed by the following factors: a. Designation of suitable sites. b. Mobilization of emergency construction teams. c. Mobilization of emergency construction equipment. d. Provision of survival supplies. Authority City Ordinance No. 74-3, and City Emergency Plan B. Definitions 1. Local Emergency The duly proclaimed existance of conditions of disaster or extreme peril to the safety of persons and property within the City of Ridgecrest, caused by such conditions as air pollution, fire, flood, storm, epidemic, riot, earthquake, or other conditions, other than conditions resulting from a labor controversy. 2. State of Emergency The existence of conditions of disaster or extreme peril to the safety of persons and property within an area which includes the City, caused by such conditiona as air pollution, fire, flood, storm, epidemic, riot, earthquake, or other conditions, other than conditions resulting from a labor controversy, or conditions caused by a state of war emergency; such conditions by reason of their magnitude, are or are likely to be, beyond the resources of the City or the County of Kern, and proclaimed by the Governor of the State of Califormia "STATE OF EMERGENCY." 3. Carry on the communications systems operations and provide for the receipt and dissemination of warning. V. _Operational Concepts_ A. Any extraordinary fire, flood, storm, epidemic, or earthquake, or any actual or threatened enemy attack or sabotage which causes or threatens to cause loss of life or property may require the activation of the Emergency Operations Center and the needs for establishing a centalized coordinated direction and control. B. Activation of Emergency Operational Center will be ordered when any disaster occurs which, by reason of its magnitude, is obviously greater than can be handled under the usual emergency procedures, and is estimated to require major coordinationg effort. Operation of the Emergency Operations Center will initially be on a two-shift, 12-hour basis. C. Direction and Control Concepts 1. All major disasters will require coordination, direction and control. D. Non-War Emergencies 1. Events generally requiring limited response: a. Transportation and Industrial Accidents. b. When special terms or abbreviations specifically related to this service are used, they will be defined. II. Scope A. This Annex shall provide for a response to the following situations. The order listed is not based on priority, whichever situation happens will cause to response: 1. Natural disasters a. Storm b. Flood c. Earthquake 2. Major accidents a. Transportation b. Objectives The objectives of the Welfare/Shelter Service during any of the situations mentioned in the Scope are to provide the needed services for all the people affected. A. WAR CAUSED EMERGENCY 1. Provide fallout protection to as much of the population as is possible through the operation of fallout shelters, and to provide for physical needs and fallout contamination control to occupants or public shelters.
