A widespread and severe blast with fire damage will create a requirement for emergency care of affected people on an unprecedented scale. Large numbers of people will be homeless and unable to provide for themselves. They will require food, lodging and some clothing to sustain life. Families separated in the early stages of the emergency must be reunited. 2. It will be necessary to get as many people as possible into the available shelters to reduce the radiological contamination. 3. People will have to be trained in managing fallout shelter. C. Natural Disaster 1. The National Red Cross has the responsibility by law to provide for disaster victims. The Welfare/Shelter Service, with professional help, will hold itself ready to assist until National Red Cross can assume full charge. D. Man-created Accidents 1. The Welfare/Shelter Service will provide food, shelter, clothig, and other services on the same basis as any disaster. If it is of magnitude to cause extensive damage and community disruption, this Service will have to be activated. VI. Organization A. Direction and Control 1. The Kern County Welfare Director shall be chief of the Welfare/Shelter Services during war-caused disasters and during civil disturbances and shall provide for succession of command. The China Lake Branch of the Kern Chapter of the American Red Cross will operate as a part of the Welfare/Shelter Services during a war-caused disaster and during civil disasters. 3. Each Service component within the Welfare/Shelter Service shall assign personnel, as required, to the Emergency Operations Center to serve as staff to the Chief of Welfare/Shelter Services. B. Services 1. Manage and operate Reception Centers. 2. Manage and operate Public Fallout Shelters. 3. Provide personnel to assist in operation of Fallout Monitoring and Reporting Stations. 4. Administration and Supplies. C. Chain of Command (See chart, page 46.) D. Personnel assignment and responsibility 1. Chief - Welfare/Shelter Services a. Welfare Director 2. Welfare/Shelter Services Advisory Committee a. This committee shall be appointed by the Chief of the Welfare/Shelter Services. b. It shall consist of representatives of various organizations functionally related to the responsibilities of the Welfare/Shelter Services and other persons that the Chief may deem advisable. c. This Committee shall assist in pre-disaster planning and orgaization. 3. Welfare/Shelter Services Coordinator: a. Assists in all pre-disaster planning. Coordinates service planning and operations within Welfare/Shelter Services. c. Coordinates planning of Welfare/Shelter Services with other services. d. During operations following a disaster, he shall assist the Chief of Welfare/Shelter Services and his staff in carrying out their responsibilities. 4. Chief - Reception Centers a. Appointed by, responsible to, and under administrative supervision of the Chief, Welfare/Shelter Services. b. He shall be in charge of operation of centers and for assignment of personnel to staff the centers; in addition, he is responsible for assignment of personnel to the EOC to maintain communication linkage with centers and to coordinate center activity. 5. Chief - Public Fallout Shelters a. Appointed by, responsible to, and under the supervision of the Chief, Welfare/Shelter Services b. He shall be in charge of operation of public shelters, and for assignment of personnel to staff the shelters. In addition, he is responsible for assignment of personnel to the EOC to maintain communication linkage with shelters and to coordinate shelter activity. c. He shall coordinate with the Chief, Reception Centers, allocation of personnel for public shelters and reception centers. d. He shall have direct srpervision over the following program and section: (1) Social Service Programs. (2) Other sections, as required. Appointed by, responsible to, and under superviaion of the Chief, Welfare/Shelter Services. b. He shall be in charge of personnel requirements on shelter monitoring stations and for assignment of personnel to staff the stations. In addition, he is responsible for assignment of personnel to the EOC to maintain communication linkage with stations and to coordinate station activity. c. He shall coordinate with other chiefs on association of personnel to assist in staffing the shelter monitoring stations. d. No specific section will be placed under his direct supervision. 7. Coordinator on EOC Housekeeping Support. a. Appointed by, responsible to, and under administrative supervision of the Chief, Welfare/Shelter Services. b. He shall be responsible for assisting in the provision of housekeeping support to insure effective operation of the Emergency Operating Center. c. He shall coordinate with the Chief, Administration and Suppies to insure that sufficient staff is made available to assist in handling the EOC Housekeeping support responsibilities. d. No specific sections will be placed under his direct supervision. 8. Chief - Administration and Supplies a. General A. Authority 1. City Ordinance 74-3 B. Definitions 1. The term _Chief_shall designate the Police Chief of the City of Ridgecrest of that person properly acting in that capacity. 2. Department means the Police Department of the City of Ridgecrest. 3. The term _member_means a sworn member of the Police Department of the City of Ridgecrest. II. Scope A. To provide for response by law enforcement service to the following conditions: 1. Emergencies related to war. 2. Natural disasters including a. Earthquake c. Flood b. Storm d. Fire 3. Major accidents. 4. Civil disturbances. 5. Epedemic III. Objectives A. Principal objectives of law enforcement service during emergency conditions are: 1. Protection of life and property 2. Control of vehicular and pedestrian traffic. 3. Enforcement of laws and ordinances. B. Ancillary Responsibilities include: 1. Assist in search and rescue. 2. To provide for the coordination, guidance, disposition, utilization and control of law enforcement personnel; 2. To identify and provide for the utilization of such other resources within the county as may be required to accomplish the objective. B. Annex III-2 -88- V. Operational Concepts A. The prime concept is to use properly trained and equiped regular and reserve Police personnel in such force as is required to handle the major unusual occurrence, while at the same time reducing to a minimum the use of personnel on those activities of lesser importance. B. Prior to the existence of a state of emergency or a state of WAR EMERGENCY, law enforcement mutual aid will operate on a voluntary basis, as outlined in the California Mutual Aid Plan. C. During a state of emergency of a state of war emergency, law enforcement mutual aid is mandatory, as provided in the California (Disaster and Civil Defense) Master Mutual Aid Agreement, and will operate in accordance with the California Law Enforcement Mutual Aid Plan.Ref. Res. 719 D. Provision is made in the California Disaster and Civil Defense Master Mutual Aid Agreement and the California Law Enforcement Mutual Aid Plan that no law enforcement agency or department shall be required to deplete unreasonably its own resources in dispatching mutual aid. E. The Department shall develop Standard Operating Procedures (SOP's) covering the following emergency conditions that may exist: 1. State of war Emergency; 2. Natural Disasters including: a. Earthquake; b. Storm; c. Flood; d. Fire. 3. Man-created Disasters: a. Industrial accidents; b. Chemical petroleum accidents; c. Transportation accidents. 4. Civil disturbances: a. Riots; b. Sabotage. 5. Epidemic. VI. Organization A. The Chief of Police shall be Cheif of the Law Enforcement Services. B. The Law Enforcement Service consists of the Chief's Department, the Police Reserves, and all volunteer personnel who have recieved training and have been assigned -89- obtained through the Operational Area Coordinator and/or County Fire Chief. F. The Fire Department will designate, by order, the assignment of personnel to community fallout shelters in accordance with Community Shelter Plan
