During the post-fallout phase, provide assistance to the population toward return to normalcy through operation of reception centers. These centers will provide registration and information on displaced persons and provide temporary housing. B. Natural Disaster, Major Accidents, Civil Disturbances, Fire and Epidemic: 1. Provide shelter, food, emergency needs and social services as needed to all the people involved. IV. FUNCTIONS A. Basic Tasks 1. Manage and operate reception centers. 2. Manage and operate public shelters. 3. Inventory and allocate temporary lodging. 4. Register displaced persons and set up location services. 5. Plan for transportation needs with the Transportation Services. 6. Work closely with the following services: County Welfare Dept., Medical/Health, Law Enforcement, Fire, Engineering, IWV Civil Defense Council, and Employment Development Dept. B. Auxiliary Tasks 1. Collect and report information to the Emergency Operations Center as reauired. 2. Provide first aid. 3. From people available in shelters, etc., provide manpower to other services. V. Operational Concepts A. The General Plan is to utilize all appropriate and available resources to provide effective emergency Welfare/Shelter Services to all members of the community who need it, whether the disaster is due to enemy attack, accident, natural disaster or civil disturbance.
