Implementing instructions covering Fire/Rescue Mutual Aid; 6. Radiological Defense: a. Montoring; b. Reporting; c. Decontamination. 7. Dispersal Plans; 8. All other operational responsibilities requiring immediate action under the various conditions. V. Operational Concepts A. The Fire and Rescue Service must form a practical and flexible pattern for development and operation of day to day mutual aid on a voluntary basis between county, city, state and federal fire agencies. B. It will provide for the integration of the city area firefighting equipment and personnel, and further, will provide a practical plan for mutual aid operations on a mandatory basis during periods of a state of emergency of a state of war emergency. C. To furnish rescue and fire protection personnel, equipment, materials and supplies, and to render such fire protection and rescue services as may be necessary to suppress fire or handle rescue and/or other fire related emergencies of a magnitude that has develooped, or may develop, beyond the control of a single unit and, therefore, requires the combined forces of other fire agencies. D. Rescue will not be confined to any one department, but will be under the direction of the Fire Chief, who shall use and utilize from any department, all necessary equipment and available personnel in the rescue operations. The Fire/Rescue Service of the County of Kern shall consist of the regular mambers of the Kern County Fire Department and the call fireman located within the City. B. The Fire Chief of the County of Kern shall be the Chief of the Fire/Rescue Service and designated EOC staff who will assist him therein (SOP). VII. Resources and Supporting Systems A. An inventory of all Fire Department personnel, apparatus, and equipment in the county will be maintained. B. Fire service radio communications networks within the county will be maintained and augmented. C. Personnel will continue to recieve radiological montoring training along with regular training. D. Maps, charts, tables, etc., will be designed and supplied for EOC and sub-emergency operating centers listed in Attachment F of County Plan by the Fire Department. E. Mutual Aid is obtained through the Operational Area Coordinator and/or County Fire Chief. F. Assist in the radiological fallout decontamination of equipment, supplies, structures and areas; 6. Make temporary repairs to or construct tempory replacements for essential public facilities, including but not limited to hospitals, sanitation facilities and welfare Congregate Care Centers, designated fallout selters as well as expidient fallout shelters; 7. Keep informed of contracting conpanies, equipment dealers and materials suppliers by classification and report this information as required; 8.
