1. General The plan, as written, addresses statutory and administrative responsibilities; while this is essential, such a structure fails to address the operational aspects of a disaster plan. It appears to this reviewer that the two aspects of disaster planning, both of which are essential, are best addressed in two, separate documents. It is from this point of view that the fllowing commints are furnished, ie, no attempt will be made to incorporate the operational aspects in the existing plan, but rather only correct and update it. The operational plan will be furnished as a seprate document. 1.1 Assignment of additional responsibility to City personnel The present plan assigns, in my view, a severe overload of added responsibilities to City personnel. In general, those who are routinely engaged in such activities as law enforciment and fire protection will have ther hands full in a disaster with additional work load in their prime areas of responsibility, without the burden of added tasks. Some careful thinking in this area appears to be required. In general, those whose regular jobs can be abondoned in times of diasater (Parks and Recreation, planning Staff, Etc.) can logically be re-assigned. The Fire and Police Chief, who will in all proability realize an increased work load during a disaster,cannot. 2. Specific Comments: 2.1 Communications The refrences to communications resources within the existing plan are incomplete, outdated and in some areas, misleading. The real resources which could be expected to survive in substantial measure, need to be identified and called out. The weaknesses and vulnerabilities in the cited resources, need to be identified and where reasonably possible, action needs to be taken to mitgate the weaknesses.
