Planning for the utilization of "informal citizen groups" : We (ARC) have found from long experience and much learning the hard way, that the most effective help is obtained from established groups which already have an existing organization and leadership structure. The lone volunteer, while embued with eagerness and good will requires too much supervision and therefore demands too much management time from those for whom he is working. With an organized group (and it doesn't really matter what kind of group it is) already has "leadership"; the disaster management people need only "hand-off" a task to the group leaders, and they will usually figure out a way to get the job done. III.A.2 Basic Emergency Situations In light of recent geologic events in the local area, it would be well to add "volcanic eruption" to the list of potential emergency situations. III.B.2.a and b. ARC handles local disaster survey both as a means to assess what shelter and mass feeding requirements will be in the near term, and to provide essential scope information to local government.
